I'd suggest making a passenger aircraft with bottom wing location for the sake of wider landing gear positioning (three decks means higher CoG location) which is required to prevent the aircraft from falling on a wing, and to provide emergency exits onto the wing. Besides bottom wing can act as a bumper in case of very rough landing. An-225 utilizes the top wing location because it is a cargo aircraft, and this is most suitable configuration for such one with cargo ramps.
Take a Boeing Dreamlifter as a base frame and modify it for passenger-rated aircraft. Keep in mind that third deck would require emergency exits as well, even though it is located that high.

thisi s a really nicely done airplane!

now put a Ryanair decal on its tail - and do up all its interior in "sardine can" LCC coach (Ryanair branded olive oil available for a small extra fee)

presto - 1856 paying customers for those favourite stag and hen / beach party trips to Marbella in one easy to handle load (especially on the return trip - Ryanair issues zip tie handcuffs, tasers and chemical mace to all cabin crew)

now - is'nt that proper nightmare? 8)
